    Mickey mouse device is right. Who has ever heard of being able to proceed with caution on a flashing red light? We are all taught from a very early age that red means stop. The first week this device was installed North & South bound traffic was so so confused with the blinking red lights it was frustrating and comical all at the same time, let alone the East and West bound traffic that has no stop or go indicators and are left to figure things out for themselves also. If anything this device should be flipped around and have double flashing yellows to show drivers to proceed with caution, or just install a standard 4-way stop light. I am glad that something was installed to help the children, but I do not feel that it was a very well though through process.
